Public Transport Policy and Bicycle Policy: towards new intermodalities


Today, in a context of increasing of bicycle use SNCF has decided consider bicycle as a strategic element of its Public Transport Policy.

The bicycle could complementary to public transport, and thus to the train. Those two combined modes, thanks to their intermodality enable to give a credible alternative to the use of the car (cf. French Air Law, 30/1211996).

In a first part, this article would like to define SNCF's Public Transport Policy and, as a part of that, its Bicycle Policy, which had created a new partnership of actors working in the field of bicycle: i.e. public authorities,  bike users, and clubs.

In the second part, the article will define intermodality between bike and train, and also describe efforts made by SNCF to make its Bicycle Policy efficient for cyclists: then technicalities, communication, and prices have to be taken in consideration.

Finally, in a third part, to realise such an ambitious project, SNCF will explain which marketing approach has been chosen to distinguish different categories of users and needs of intermodality: commuters (urban, suburban), sportive, leisure and tourists (national and international).

Developing a global Public Transport Policy which includes a specific Policy to develop intermodality between bike and train seems to be the best way. The SNCF company, specially because of its public role, wants to give a credible answer to the needs expressed by its clients, commuters, tourists and cyclists alike.

Bike and train, more and better

In this presentation the authors will give an overview of the state of affairs with regards to bicycle facilities at Dutch railway stations. Subsequently they will give an overview of the plans for the years to come. A massive investment programme for improvement of bicycle parking facilities at railway stations is being implemented in the next 5 years.
